The impact of total quality management on the performance of collection automation in the government sector

This theoretical study explores the relationship between Total Quality Management (TQM) and the effectiveness of automated debt collection in Iraqi government departments. The research focuses on the challenges of public finance management and the necessity of improving debt collection efficiency and transparency through digital transformation. Using descriptive analysis, the study evaluates relevant literature and preliminary research and analyzes comparative experiences from different countries. The aim is to develop a theoretical model that clarifies how TQM principles can enhance the efficiency of e-debt collection systems. The study finds that TQM is a key pillar for the success of automated debt collection projects because it helps streamline processes, improve staff efficiency, and increase beneficiary satisfaction. The study also suggests that additional administrative, legislative, and technological advancements are necessary in Iraq to achieve this integration. Finally, this study proposes a theoretical model and practical recommendations to enhance the success rate of e-debt collection by government agencies, utilizing TQM principles as a supporting administrative framework.
